Theme: This and That

Just couldn't come up with something for this theme and so a co-worker suggested I use the tiles on a Scrabble board (I was just going to use letters from a classroom make-words set). My plan was to make the words over and over, but there were only two H's in the bag...is that normal? Or had they been lost?
